Engineering
Mission Statement
The Salem Engineering Division is dedicated to providing high quality and prompt engineering assistance to the Town's residents, business community, municipal Boards, Commissions, and Committees, as well as to other Town Departments. In addition, the Engineering Division seeks to provide professional engineering services and cost effective engineering solutions associated with the planning, design, construction, and administration of capital improvement projects and the maintenance of Town infrastructure.

Engineering Overview:
The Engineering Division provides and is responsible for a variety of municipal functions and services related to municipal engineering matters, including:
Technical review of design plans and specifications proposed by subdivision and site plan developers as they relate to the right-of-way, road, water, sewer, and drainage networks being contemplated. As part of the review process, Engineering evaluates compliance with regulations, codes, and engineering standards and coordinates with other Town Departments to insure that project infrastructure is functional and maintainable. Engineering then oversees the implementation of approved plans during construction to insure that required specifications are satisfied and that quality of work is satisfactory. In addition, Engineering monitors bonding requirements for these projects, and reviews as-built plans and right-of-way deeds for roadways proposed to be accepted by the Town.
Planning, budgeting, design, and construction administration of capital projects associated with road work. In particular, Engineering coordinates and oversees the annual Road Program, maintains a road condition inventory, and staffs the Town wide Road Stabilization Committee in the development of 10 Year Road Planning efforts. Salem has recently revised and adopted the current 10-year road program in November 2022 (PDF).
- Tracking bridge conditions and budgeting for bridge maintenance or replacement in cooperation with the NHDOT Municipally Managed State Bridge Aid Program.
- Leading municipal stormwater efforts relative to water quality, mapping, and reporting requirements associated with the Environmental Protection Agency's (EPA) National Pollutant Discharge Elimination System (NPDES) General Permit for stormwater discharges from Small Municipal Separate Storm Sewer Systems (MS4).
- Administering subdivision construction permits, street opening permits, sewer connections permits, grease interceptor permits, water connection permits, driveway permits and gas permits. In addition, Engineering coordinates with Public Utilities (i.e. electric, natural gas, and telecommunications) on work within existing rights-of-way, and issues permits, petitions, and licenses as required.
- Assisting in Record Keeping, Asset Management, and GIS updates associated with Town infrastructure improvements.
